City Council Meeting 1.18.10 Notes

This evening the Prayer for Guidance was provided by Pastor John Hughes of the Skyview Wesleyan Church after which Boy Scout troop 586 led us in the Pledge of Allegiance.

Councilman Gibson moved for several editorial changes to the Agenda and Meeting Minutes, followed by the passing of the following Resolutions:

Resolutions

Resolution A Three bids were received with Choice One providing the lowest and best bid for street lighting improvements. Council moved to approve the bid to begin work.

Resolution B Grant monies allocated to assist in the construction of a recreational trail/bikeway to link parks within the City and bikeway to the Miami County bikeway. Council moved for the monies to be allocated for the project.

Resolution C Acquire additional hydroelectric power from the Meldahl and Greenup hydroelectric projects. Council approved the acquisition of additional power from these two resources.

Resolution D Allow the City Manager to submit two projects to MVRPC (federal jobs for Main Street, stimulus cash) for County Road 25A repaving $525-$575k improvement and sign face replacement project for the potential 2010 solicitation. $250-$275k improvement. Only street projects are allowed to be requested. Council approved the City managers request for ARRA funds to make street repairs on 25A and sign replacements for the same.

Resolution E Authorizes the City Manager to purchase an F550 Arial Unit Truck for the Electric Department for $89,575.00 through the State of Ohio Cooperative Purchase Program. Council approved the purchase of another bucket truck. The existing truck will continue to provide service as it was recently repaired and can still be called on. The 2010 budget allocated $125K for the purchase of the truck with the actual amount needed coming in much lower than plan.

Ordinances

Ordinance A The Clerk of Council has reviewed the code updates and recommends changes be enacted based on codification of the Tipp City Code of Ordinances.

Ordinance B This ordinance provides the City the ability to remove or repair insecure or unsafe structures. Provision to provide owners of the structures with 30 days notice, City Manager may repair or remove any city structures or cause the abatement of the hazardous condition without the owners’ approval if there is an imminent threat to residents or adjoining structures.

Kelly Gillis – Parks Advisory Board

Brad Vath and John Crusey – Community and Reinvestment Housing Area Council

Joe Gibson – Ex-officio member of the Cable Access Commission

Rates were set for the 2010 pre-season membership to the Tipp City Aquatic Center.

Community and Economic Development Annual Report – Brad Vath

-        Poor economy is reflective of the reduction in new business and development starts, Tipp City still experiencing little to no growth with a huge inventory in existing inventory for business and light/heavy industrial.

The City is out looking for a new Finance Director, the position was publicly posted today. Current Finance Director Drennen will be retiring this year.
