Planning Board Seats New Member

Long-time Tipp City resident Scott Brownlee of South Hyatt Street was sworn in as the Tipp City Planning Board’s newest member.  The retired soldier and local businessman takes the seat vacated by Joe Gibson, who resigned because of his election to Tipp City Council.  Tipp City Mayor Dee Gillis administered the oath, and Council Member Joe Gibson attended as well.  Brownlee joins other Planning Board members Mike McFarland, John Berbaugh, Mark Springer, and Tina Davis.  Mr. Brownlee and Ms. Davis are the newest members of the Planning Board, both having been appointed within the last year.  The others are long-time members.  The Chairman this term is Mr. Mark Springer.

Brownlee, 65, continues a family tradition of community service as a 5th-generation Tipp City resident whose father and grandfather served as Mayors and City council members.  He owns a historic home in Tipp City, and served in the U.S. Army during the Vietnam War.  He owned and operated Tipp Novelty Co. prior to retirement, and was involved in the running of several other businesses.

After the swearing-in, the Board got down to business.  First they addressed the temporary use zoning permit by St. John’s Church to have their annual parish festival on the week-end of July 9th to the 11th.  The request passed unanimously.

Next on the agenda was a request by Brent Arnett to allow Superior Paint and Body Shop to open small used car sales and service operation on Broadway at its existing facility near the S & G Painting Building.  The business currently operates as a body shop and paint business, and also serves as an impound lot for some city vehicles.  Fellow auto dealer and businessman Paul Lee raised concerns about parking, and other compliance measures required by the State of Ohio. After his presentation, the Board expressed its inclination to ensure compliance with Tipp City ordinances, and not step into areas governed by State Law.  Mr. Lee, a long-time property owner and businessman in Tipp City expressed concerns over whether the request will comply with state law in terms of square footage of the building, lot, and parking spaces. After a lengthy and detailed presentation by City Staff, and a lively discussion with both the applicant and Mr. Lee, the Planning Board voted to go ahead and grant the business permit.  Mr. Brownlee added that this location was a car lot many years ago.  The Board also raised the question as to whether the City should address impound lots and related facilities in terms of zoning, land usage and parking requirements.  Staff noted that there are few, if any jurisdictions that have any such regulation, and the Tipp City Code of Ordinances is silent on the matter.  Members expressed concern whether there should be some legislative action by the City to address this area of the law.

The Planning Board deals with all matters affecting the physical development of the city including site plans, business permits, zoning variances and other land use issues.   It meets on the second Tuesday of every month at the City Council Chambers.  Members serve three year terms.
